New strategy for Queensland housing affordability
The Queensland Government’s new Urban Land Development Authority Act 2007 will enable it to control development and provide a range of affordable housing in urban areas.

This bill is part of the Queensland Housing Affordability Strategy, which will be implemented by the Urban Land Development Authority and by amendments to the Integrated Planning Act (1997) and other associated legislation.

The intent of the legislation is to give the Land Development Authority the power to undertake land use planning, land amalgamation and acquisitions, land improvement and development assessments for sites nominated by the Queensland Government.

Then the Act will enable the Authority to on-sell the land and development rights to private sector developers, attaching specific conditions that may require developers to include a set contribution of affordable housing and meet other Government policy outcomes that improve access to housing and meet the changing needs of the community.

This bill is similar to initiatives that have been in place in other states for several years.

The Queensland Housing Affordability Strategy, also aims to:

  • Make changes to the planning and development assessment process
  • Increase the supply of land ready for development
  • Regulate infrastructure charging plans across Queensland
  • Designate land for housing in regional areas of high demand
  • Identify and develop appropriate under utilised government land for urban proposals
  • Allow local governments to facilitate private sector financing of infrastructure.
